Eco ci run stats

Changes:

• DB/API: CI_Measurements now also takes average cpu util as a field. Since this will break api compatability, I took this opportunity to also rename some of the columns/fields here to be clearer (value/unit -> energy_value, energy_unit)
• Eco-CI front end: averages table is now a stats table that displays the mean, std. dev, and std. dev % for both Energy and Time. Also displays the Avg. Cpu. utilization
• stats table will also update when you filter the chart (by cpu), to only display stats for the measurements currently shown in the chart
• various front end changes to look nicer / more in line with the rest of GMT. Tables are now in UI segments, with a banner.
• refactor ci.js a bit for clarity/readability -> its changed a lot since its first version and some variable names were just incorrect.

NOTE: This has breaking API changes, so Eco-CI will also need to update at the same time from this PR: green-coding-solutions/eco-ci-energy-estimation#36 / Eco-CI will need a release. Please lets co-ordinate this before merging
