As simple as the subject says. When a highway that has a 'highway=turning_circle' on it shouldn't be rendered above a highway=motorway. When that happens, it looks really bad. Here's an example that I noticed recently
It looks even worse here on Zoom 15, however, with the recent tweaks to how the 'ref=' tags are rendered (I love this fix as you can see routes with three different highways on it finally!!), you can't see how bad it is right here. But when you could, the turning circle covered up over half of the motorway here.
