Long term project, but we should be able to use OSM data for labels. This will probably have to be something pre-processed into a shapefile.

some years ago I had started trying a shortcut by tagging "rank" to various cities (using 0 for highest and initially steps of 10 in order to leave space for later adjustments), but besides this is somehow subjective it also turned out to be too vulnerable (had problems with people ranking their small town on level 0), so yes, a more complex preprocessing based on various factors (relative population, airports and train stations, shops, universities, capital status, etc) might be a way to do it with osm data in a more reliable manner.

The main reason I'd like to do this is to show labels in local languages - the NE labels are all in latin text.
