Just noticed this recently. If there is a 'highway=pedestrian' area nearby a normal highway way, on lower zooms, the casing disappears for the normal highway. You can clearly see this happening here on zooms 18-16.
Not sure how you would want to deal with this, but, I would think the 'normal' highway should always have a casing, no matter the zoom. All I can think to possibly fix something like this is to have the highway=pedestrian area rendered first, and then render the casing for the highway and then it's color for the type of highway so that the casing would be properly displayed for the road.

We can't render simply highway casings after highway area fills as it would cause errors on any road that terminates on an area. I'm skeptical that there's a workable solution.
If we wanted to change the common rendering of pedestrian areas, moving road fills down to the landcover layer might be an option, but that'd probably break level=*
All I can think to possibly fix something like this is to have the highway=pedestrian area rendered first, and then render the casing for the highway and then it's color for the type of highway so that the casing would be properly displayed for the road.
That would be ugly for roads ending on areas of the same type, e.g. pedestrian roads ending on pedestrian areas.

I'm not sure what you mean. Moving area fills down to landcover would still create problems with ending roads. Moving non-area road fills down to landcover would render fills below casings, which doesn't make sense.
As I don't see a way to solve this issue without causing new issues, I'm going to close this issue.
