Moving questions to a set where the writer of the question is not a writer added to the set will cause the writer tag to change to the first listed writer on the set. This is seen when moving questions from e.g. "Sample Organization Set #5" to "Sample Organization Holding Area" and back to "Sample Organization Set #6" because the editors for Sample Organization want to remove a question from a set and try to use it in a future set.
Adding every writer for every set done by Sample Organization to the holding pen is not a solution, as some writers may be players on other sets and should not be able to see every question potentially used in the future, and this process is tedious/undocumented.
