Perceived Problem

• Follow up from V8 builder generate outputs in node16 #1282
• Default is hardcoded, requires manual config

Ideas / Proposed Solution(s)

• If a tsconfig.json is present, make the default react to its state. For example a moduleResolution of nodenext would suggest a default format of jsExtension.
