Describe the bug
ruler exit with panic

To Reproduce
Steps to reproduce the behavior:

  1. Started Loki (v3.0.0) and specify target=ruler, using ring mode.
  2. Stop ruler
  3. service log errors below:
    image

Expected behavior
no error appears in logs and service stop.
