For users who have selected a non-UTC timezone (e.g.
CEST) and want to use a date in following format__from:date:YYYY-MM-DDwith timezones involved, they should be able to do that. They probably need to explicitly select this, as in Grafana generally, it is recommended to work with UTC timezone.Related to https://github.com/grafana/support-escalations/issues/11969
