[Feature] custom date/time format

The option to specify a custom date and time format within the plugin would be very helpful. Right now a certain amount of prefixed date and time formatting options are available and some others cases be accomplished with the transform option within Grafana.

But the transform options are not available when configuring annotations.
Custom timeformat in my example would be like DD-MM-YYYY HH:mm
