We completed a release and merged in the subsequent snapshot PR: googleapis/java-bigtable#1750

Two hours later it created a new (empty) one: googleapis/java-bigtable#1752

Just wanted to flag if there have been any recent changes.

I also had the same issue.
After merging coveo/push-api-client.java#78, another snapshot PR was created with no changes in it
coveo/push-api-client.java#78

I tried manually changing the version number, but the bot still created another snapshot PR.
