Renovate bot is no longer automatically opening depedency update PRs

• Checking update checkboxes from Dependency Dashboard makes no difference.
• Previous update to native-image-shared-config had to be made manually (See deps: update dependency com.google.cloud:native-image-shared-config to v1.9.0 #1961).
• The last renovate bot update to native-image-shared-config was on May 2 (deps: update dependency com.google.cloud:native-image-shared-config to v1.7.7 #1937). The latest renovate bot update for other dependencies was on May 31st (build(deps): update dependency org.codehaus.mojo:build-helper-maven-plugin to v3.6.0 #1954)

There is an error with this repository's Renovate configuration that needs to be fixed. As a precaution, Renovate will stop PRs until it is resolved.

Verifying with the same configs as https://github.com/googleapis/google-http-java-client/blob/main/renovate.json in mpeddada1/renovate-bot-test#13 doesn't reproduce the same error.

this seems to have been fixed with #1969 and I see that renovate-bot is opening PRs again #2018
