Add new_feed.zip, a artifact of unit tests, to svn:ignore

The Python unit tests creates a new_feed.zip file in the source directory when tests are run.  Ideally, this artifact should be created elsewhere, but as a quick fix, I'd like to add an svn:ignore entry so these files don't get accidentally checked into the source repository.
