frequencies.txt - exact_times is now an officially adopted proposal

Per discussion here: https://groups.google.com/group/gtfs-changes/browse_thread/thread/9d917d95b43b4d0b The frequencies.txt - exact_times proposal has been officially adopted as part of the GTFS spec.  In order to bring the transitfeed library in sync with the spec, the Google-specific extension code for validating the "exact_times" property should be moved into the main transitfeed package.
