Enhanced measurement gets enabled after OAuth redirect

Bug Description

When GA4 web data stream is created from settings, and enhanced measurement is disabled, upon OAuth redirect, the toggle is forced into the on state - it should respect the choice prior to the redirect:

Steps to reproduce

1. Setup Site Kit and Analytics module
2. Go to Settings and edit Analytics module settings
3. Choose to create new web data stream and disable enhanced measurement
4. Apply changes, and notice that after redirect enhanced measurement is toggled on instead of remaining disabled
