非Bug，该功能设计为：

1. 对于直接发布到企业下的应用模版，所有团队中的用户均可以看见该模版并安装使用
2. 对于发布到团队下的应用模版，例如用户有A、B两个团队，那么在A团队下发布的模版，该用户在B团队也可以看到。如果用户从B团队中被删除，那么该用户只能看到A团队下的应用模版。即团队下的应用模版汇总了用户所加入的团队的模版数据。
