At this time, OpenBSD 7.0 (released 6 days ago) and 6.9 are the supported releases of OpenBSD per their support policy of maintaining the last 2 releases. OpenBSD 6.4 stopped being supported on October 17, 2019.

Go's OpenBSD support policy matches that of OpenBSD (https://golang.org/wiki/OpenBSD#longterm-support), so it's time to remove the OpenBSD 6.4 builders (for 386/amd64 archs). We'll have coverage from remaining OpenBSD 6.8 builders for same archs, plus ARM/MIPS ones, and any newer OpenBSD builders that are added (i.e., #48977).
