hugo import jekyll fails to process non-post/draft files with YAML frontmatter

Jekyll will happily treat any file with YAML frontmatter in the source repo as special.

This is often useful for creating ad-hoc pages. (For example music/jazz/listen.md).

Currently the hugo jekyll importer doesn't look for frontmatter; it simply treats such files as static.
