In the manual Scripting>Core Features>Debug>Overview of Debugging Tools>Script Editor Debug Tools and Options section, the next to last paragraph reads:

"The Debug with External Editor option lets you debug your game with an external editor. This option is also accessible in Editor Settings>Debugger."

The second sentence is false.

It looks like there is not editor setting, but there is an editor shortcut in Editor Settings > Shortcuts > Debugger:
