rpi64: boot fails when building with firmware_version:debian

Hello,

I built the rpi64 recipe like this (not sure if using bookworm is important or not):

debos -t suite:bookworm -t firmware_version:debian debimage-rpi64.yaml

This resulted in an image that did not boot. I found out that /boot/config.txt (that in the recipe is overlay mounted in) had been regenerated by the raspi-firmware and thus did not have the kernel=u-boot.bin setting anymore (also initramfs line added).

(In general it looks like there's some recipe confusion before and around the debian-firmware or not paths.)
