dependabot PRs don't run full CI if they update go.mods recursively

Notice how the PR is succeeding, but this is not true: the CI fails if you look at the first commit.

It seems that the action updating go.mods recursively for dependabot PRs creates a commit which is automatically skipped by the CI. The CI should not be skipped.
