Specify if a post is tagged or not

So users can batch replies from multiple characters.

Possible issue: emails are generally instant send, so tagging then untagging would work for Tags Owed but not for email notifications. (Two notifications? One for Untagged?)

It should default to tagging, since most tags are in fact single replies.

Maybe if it's disabled and you post, though, it stays off until manually enabled, for when people want to do long chains of replies?

There should be some graceful way of dealing with two tags in a row that are marked as actual tags. (Maybe as at current, just collapse them into the latest tag as being a tag.)
