Transfer of actions to github/setup-licensed and github/licensed-ci

👋 hi all! A quick FYI to anyone using the jonabc/setup-licensed and/or jonabc/licensed-ci GitHub Actions to manage OSS license metadata for compliance purposes, those actions have transferred to the GitHub org.

I've forked the now-GitHub-owned repos back to my user account to provide continuity for workflows currently using the actions. At your earliest convenience please update your workflows to use the actions owned by the GitHub org:

• jonabc/setup-licensed@... -> github/setup-licensed@...
• jonabc/licensed-ci@... -> github/licensed-ci@...

Using the jonabc actions will continue to work for a period, but they are deprecated and should be updated to the github actions.
