Octokit: When running in a .net 4.7 process TLS connections are only TLS1.2 #2088

As described in octokit/octokit.net#1914, octokit is forcing TLS1.2 for all connections from the process.

We've heard from MS that this should be fixed in our extension so we'll need to update our octokit fork with this change.
