Support for .net 8.0

Is there any desire for this? I saw some existing PRs and issues. I put together a "best effort" PR which I am happy to update and make any changes the team wants.

I figured that coming with a proof of concept for this is better than just a discussion.

Here is my PR if you're interested Update the projects to .NET 8, drop support for .Net Framework, clean up unreachable code.

We are currently facing some issues publishing a correctly signed package to Nuget.org. Due to recent sponsorship/corporate funding priority changes, work on GCM has unfortunately slowed significantly.

GCM 2.6 which targets .NET 8 has just been released on nuget.org
