Hello, I have the same issue.
I have tried both using wget using powershell on W10 and downloading with Firefox but none of these ways work.
The download starts but fails in the middle after 10 minutes or so.

Edit: Here is the error message from the command line.
wget http://data.airc.aist.go.jp/HS-SOD/HS-SOD.zip -UseBasicParsing -OutFile out.zip
wget : Réception d'un EOF inattendu ou de 0 octet du flux de transport.
Reception of an unexpected EOF ou 0 bytes from the stream.
It stopped after downloading 154Mo.
It could be my connection though I have downloaded large files before without trouble.
Could you maybe split the archive into multiple files ?
