  1. Only set split-debuginfo=packed for macOS 

    Due to changes in stability of the split-debuginfo options, we need
to only set split-debuginfo=packed for macOS.

There's no target-specific cargo config setting for split-debuginfo,
so we conditionally set environment variables.
