Implement suspend/resume process

This is pretty straightforward on posix as we can use respectively:

>>> os.kill(pid, signal.SIGSTOP)

...and:

>>> os.kill(pid, signal.SIGCONT)

The Windows implementation looks quite easy as well.
We can borrow some code from: http://www.codeproject.com/KB/threads/pausep.aspx
