There should be a environment selector in the monitor list.

This may be a little bit tricky since we don't want to allow multiple environment selection, so if you have a filter that's locked to multiple environments we'll have to figure out what to do there.

feat(crons): Include empty env checkins for prod environment (#46888)

This is a temporary hack while we backfill the old checkins which do not
have monitor environments.

This allows us to get the frontend out for monitor environments
(#45024) without being blocked
on this data integrity correction
