No banner about GD project after upgrading to the current version

Problem description

I installed 2022.4.4 and created a GD project with a draft and a finalized form. I upgraded Collect there is no banner in the main menu.

Steps to reproduce the problem

1. Install a version of Collect with GD projects available e.g. 2022.4.4.
2. Create a GD project and save a draft and a finalized form.
3. Upgrade to a version including PR Clean up remaining Google Drive projects #5830 (apk on Slack)

Expected behavior

After upgrading to the mention version there should be a banner about GD projects.
