UI: Create UI to run the new checks

NOTE: all the checks must be done POST-EXPORT and are manually triggered by the user

The UI should be updated to add a new icon in the main menù to perform the system checks

something like this:

Each check (internally) should be treated as a single and individual check.
This will help with the release of each single check and have a quick feedback from the client

We need to provide to the user the possibility to upload file based on the check required.
as an instance, the check "consistenza delle opere" requires two different file, while the other checks just one file.

The year can be obtained from the uploaded file on the sheet "DATI" on column B8
