Fix community tagging system in the Directory Facilitator

The behaviours for tagging the communities must be a unique behaviour and not an option in the Join Community behaviour.

The tagging must have an option for search in unions of tags, interception of tags, etc. Or simply by returning a list of communities for each tag and the user does the operations by him self.
