[Feature Request] Export methods (tool versions/params) in a workflow report

it'd be nice to have a

```galaxy
workflow_citations()
```

like we have workflow_display or invocation_inputs/outputs, that would behave like the "extract citations from history", except include them nicely formatted into the report. (maybe it'd be workflow_citations(format="APA"))

I can't find the "extract citations from workflow" issue but surely that issue is somewhere as well.
