advanced tool search broken for vgp.usegalaxy.org

I expect this to be a distinct issue from #17206 and it might be related to how vgp.usegalaxy.org is deployed.

I thought the bug here was the one fixed in this commit but vgp is not even producing results from the backend so this is weird...
