workflow report publishing should publish the dataset

I swore I filed this issue already but I can't find it, I'll close it if I do. @shiltemann just showed a worklfow report (exported as a page, made available via link, viewed while logged out) and it's complaining about "api key authentication" something or rather, and the section headings/etc are all visible.

When a user visits a page shared via link, the datasets should be accessible as well.

Repro:

• make a WF report
• run
• save as page
• share via link
• open link in logged out browser
• can read section headings (but not view datasets)
