Problems with Pulsar Remote, Extended Metadata

I think some simple tests are working in CI (this could be an artifact of the shared file system) but getting Kubernetes + MQ working in CI for this test case has been hard so I'd like to see what can be captured without that.

• Tool version is not captured in job. This causes the job_properties.xml tool test cases to fail.

E           galaxy.tool_util.verify.interactor.JobOutputsError: Tool version indicated during job execution different than expected
E           Checking has_text assertion on empty output (None)

• Too many files transferred back to Galaxy by default (xref Send fewer files when doing extended & remote metadata. pulsar#251).
