Workflow editor - license selector needs more information for non-developers

Loving the new updates! I heard the license selector mentioned in the Elixir Galaxy IS monthly meeting and wanted to make a quick comment on it.

I don't think most users of Galaxy will be familiar with any of the items in the following list, much less the pros and cons of each.

I think we might want to consider something more user-friendly including a comparison of what each license means, or users won't do it.

https://choosealicense.com/licenses/ is probably good inspiration, with the same three lists that GitHub users.

I think this could be implemented as the current select list Plus a "Help Me Choose" button? That popups up a small window with these descriptions/bullet points? for example:
