Unusual lock behavior

Some locks are persisting longer than they should.

This may be a combination of:

• locks that were created during a brief period when REDIS was not being used? (although these should be cleared by the script
• Lockables (edgenotes) that are stuck in a state where they fail validation when edited. see: Handle mislabeled image files better #735

A lock is present on the edgenote described in #735, which I believe is from me attempting to edit it and getting a validation error, and the case is also locked.
