Cannot attach default quiz to deployment

Cannot attach default quizzes or default quizzes with custom edits to a deployment. Fully custom quizzes are still functioning.

To reproduce:

1. Deploy a case with a default quiz (set by the author of the case), e.g. https://www.learngala.com/cases/dte-fermi-iii/
2. Click 'Add Quiz'
3. Select the default assessment
4. Click 'Deploy'
5. 'Add quiz' button still showing instead of 'Edit quiz', following deploy link doesn't show the quiz to the reader

Expected Behavior:

'Edit quiz' should show. Following the magic link should show a reader the quiz at the beginning/end of the case (depending on what is toggled).

Workaround:

It is still possible to view the default quiz. Until this issue is resolved, instructors using deployments can recreate the default quiz using the custom quiz builder.
