Regardless of how #1 shakes out, the elements ought to allow their styles to be customized. Some allow a few customization but in general we need more. For example, <fs-signin> allows the styling to be modified for sign in vs sign out states but doesn't yet allow the hover states to be customized. Those issues ought be opened in the individual elements repos but this issue can be used to track and discuss overall progress.
