missing values in conflict with column data type

Hi,

I don't know if this problem has been dealt with anywhere, but my datapackage failed because there are "strings" instead of numbers, but they are "NA" values, as allowed in the datapackage resources definition in the missingValues field. I think there is a conflict between 2 rules here. The first one having the upper hand, but wrongly in my opinion.
