Switch to using datapackage-validate library for validation #124

We should move from using datapackage to the new, split-out and improved datapackage-validate.

This will also fix:

JSON Table Schema validator #29 - validate json table schema
Provide useful JSON parse errors for datapackage.json #59 - useful error messages for json errors
