Setup:

i have set the settings to "Show only participating notifications"
the bubble is always blue (because of the other notifications)

current behaviour:

when there are no participation notifications, then:
- nothing is shown on the blue bubble
- when i hoover over the symbol nothing happens
it look broken because nothing happens

expected:

when no participating notifications, then
- it show a number 0 as badge
- when i hoover over the symbol there should be a tooltip, that there are no new messages, or open the popup and say just: no messages

(maybe related to #58)
