qvm-template is the recommended method for installing templates on Qubes 4.1, and qubes-dom0-update just calls out to it, printing a notice to that effect. To avoid confusion, we should use a qvm-template command in https://workstation.securedrop.org/en/stable/admin/upgrading_fedora.html.
