Netcore setReportCfg and devNotifyHdlr issues #1

when API setReportCfg argument cfg property enable is set to true, should invoke qnode.observeReq.
Misprint in devNotifyHdlr.js.

module.exports = function (netcore, qnode, data) {
    var permAddr = helper.buildPermAddr(qnode.mac, qnode.clienId),    // not clienId but clientId
        classId = helper.getGadClassId(data.oid),
...
