Through Aper decoding, the RATInformation IE values obtained are not consistent with the enumeration values obtained through Wireshark decoding. #9

The value obtained from Wireshark decoding is NR-LEO(2), while the value obtained from Aper is NR-GEO(4); and the enumeration value range of RATInformation is 0~5.
