Now that SLICOT is no longer used, the slycot, slicot, and clapack dependencies were removed. Furthermore, the Fortran build rule and f2c were removed since SLICOT was the last Fortran dependency.

Fixes #30.

This is amusingly topical; thanks for making this; may not have the chance to take a look in the next two weeks but I may decided to try using it sooner.

Superseded by 12aebae, thank you for the PR @calcmogul . We'll figure out how to manage contributions more cleanly in the future.
