A Spell Scroll created from a spell with @item.level will keep that reference, which is no longer valid in a non-spell item, returning 0. This results in unexpected behavior, such as the 2024 PHB's Magic Missile targeting 2 creatures instead of 3, or 2014 Flame Blade dealing 2d6 fire damage instead of 3d6.

Possible Solution:

The property could be added to the item, or resolved to a number in all fields, during scroll creation.
