This popped up in our CI pipeline today, just the once: ERROR running force:user:password:generate: INVALID_NEW_PASSWORD: Your password must include letters and numbers.

This is happening intermittently--sometimes you get a password with numbers in it, sometimes not. Unfortunately, until we fix it and release, you just have to retry it as a workaround.
