lazy doesn't work with older git versions that don't support partial clones

an option to remove the --filter flag from git clone arguments, the option to remove it could be passed to lazy.setup or it would be set automatically if older git version is detected

It's in the requirements for lazy, but i see how that's not ideal for some users...
I'll see to make it configurable. We would always pull the full repo then. I'm not going to add support for shallow clones. Lazy simply can't work with shallow clones, since then we don't have the full commit history
