Pilot Seats still operate electrically without AC power

Expected behavior

Pilot Seats should not operate electrically without AC power connected/available to the aircraft. So the white electric toggles on the sides of the seat should not move the seat.

Steps to reproduce

Without AC power connected to the aircraft. Navigate to the white toggle switches on the inner side of the seat (sides closest to pedestal). And move either seats.
